These are
Advanced Parachutist wings of Afghanistan.
This badge is NOT listed in the Bragg and Turner books.
This badge came out of an old collection and I guarantee its authenticity. At one time (circa 1980's) there was an Afghan Commando Brigade and a separate Parachute Battalion both supposedly trained by the Russians. There were several series or types of parachute badges seen in both cloth and metal. This is the advanced parachutist badge in one of the type series. It has silver bullion threads on a red background. Today there is no Afghan Airborne unit, so this is a representative parachute badge from that nation.
